U.S. Department of Agriculture’s (USDA) Grain Inspection, Packers, and Stockyard Administration (GIPSA) industrial specialist Marcus Harwitz uses the mechanical weigh beam of the Master Scale to obtain the weight of the railroad test car at the USDA GIPSA Master Scale Depot in Chicago, IL on Jul 2, 2013. USDA GIPSA entered into an agreement with the National Institute of Standards and Technology (NIST) and the Association of American Railroads (AAR) in 1980 transferring responsibility to USDA’s GIPSA to maintain the Master Scale facility in Chicago, IL and calibrate all the master scales in the continental U.S. annually.
