This is the U.S. Department of Agriculture’s (USDA) Grain Inspection, Packers, and Stockyard Administration (GIPSA) FGWX700000 test car unit with USDA GIPSA industrial specialist Marcus Harwitz unloading the 10,000 lb. test weight cart and 10,000 lb. test weight standards (blocks) at the USDA GIPSA Master Scale Depot in Chicago, IL on Jul 2, 2013. These weights can be loaded onto the test cart to make a total of a 100,000 lb. test weight group including the cart that is used to test railroad track scales for calibration. . USDA GIPSA entered into an agreement with the National Institute of Standards and Technology (NIST) and the Association of American Railroads (AAR) in 1980 transferring responsibility to USDA’s GIPSA to maintain the Master Scale facility in Chicago, IL and calibrate all the master scales in the continental U.S. annually.
